This position falls under the classification Natural Resource Specialist 4. What you will do: As an Ocean Shores Coordinator, you will be independently responsible for coordinating, reviewing and recommending approval or denial of a number of ocean shore permits. These permits will include: Alteration Projects, Natural Product Removal, Marine Algae Collection, Special Use Permits, Motor Vehicle/ATV Drives on Beaches, Beach Salvage, Scientific Collection and Research Permits. In this role you will identify, recommend and coordinate corrective actions on ocean shore management issues for the coast which deal with natural, scenic and cultural resources in 7 counties. You will serve as an Ocean Shore Team Lead providing expertise, guidance and coordination for two Ocean Shore Specialists, as well as identifying and leading programmatic improvements. Additionally, you will coordinate all ocean shore permit activity with tribes, private landowners, city, council, state and federal agencies as required. You will attend meetings to determine conditions and mediate conflicts factoring in regional needs as well as protecting important natural and cultural resources from human caused impacts.
Requirements:
Minimum Qualifications: (a) A Bachelor's degree in a relevant land use planning or natural resource management program or a program related to marine or ocean resources management; AND Four (4) years of experience in land use planning, natural resource regulation, or ocean shore or marine resources conservation, management and protection. At least Two (2) years of the experience must be at a professional level performing activities such as rule interpretation, land-use planning, managing projects, issuing permits, leading teams, and developing contracts/agreements. OR (b) A Master's Degree in land use planning or a relevant natural resources field will substitute for up to One (1) year of required experience, but not for the Two (2) years at the professional level. What we are looking for (Desired Attributes): • Experience with environmental projects involving land use planning and natural resource management. • Strong working knowledge of ocean shore geologic, oceanographic, and biologic processes in the Pacific Northwest. • Strong working knowledge of relevant laws and regulations pertaining to ocean shore protection in Oregon. • Experience applying rules, issuing permits and ensuring compliance with regulations. • Experience coordinating and leading teams of experts to accomplish project and program priority goals and objectives. • Experience in practices relating to conservation, preservation, and protection of significant natural, recreational and scenic resources. • Experience providing quality control and evaluating compliance with specifications for technical ocean shore construction projects including dune alteration, shoreline protection structures, accessway construction and other ocean shore alteration projects. • Ability to prioritize and manage complex workloads. • Negotiation and conflict resolution skills. • Experience communicating with the public, property owners, construction contractors, and local/state/federal agency staff to resolve complex and controversial issues. • Excellent verbal and written communication and presentation skills. • Ability to build partnerships and collaborate with diverse staff within and outside of the agency. • Ability to maintain composure and take appropriate action during emergency or emotionally-charged situations. • Proficiency with personal computers and standard software packages, including mapping software. • Experience in promoting a culturally competent and diverse work environment.
