(OAI) is seeking applicants for a full-time Economist position to support the NOAA National Marine Fisheries Service (NMFS) Greater Atlantic Regional Fisheries Office (GARFO) Protected Resources Division (PRD). OAI is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, non-governmental organizations, international organizations, and the private sector. We specialize in scientific program and project management, strategic planning, professional and technical services and stakeholder engagement, supporting government contracts. Description: Economic expertise is needed to support rulemaking efforts under the Marine Mammal Protection Act and the Endangered Species Act, in particular those associated with the development or modification of Take Reduction Plans and may include support for analyses associated with rulemakings to mitigate other threats to the species under the ESA or MMPA. Tasks Develop and implement methods to analyze economic impacts of regulations, policies, or alternatives intended to protect Atlantic large whales, including the North Atlantic right whale, from entanglement in commercial fisheries and vessel strikes. Conduct a review of relevant data, methods, and procedures pursuant to the appropriate statutes, regulations, executive orders, and other policies. This includes, but is not limited to, the Endangered Species Act (including Section 7), Marine Mammal Protection Act, National Environmental Policy Act, Regulatory Flexibility Act, and Executive Order 12866. Develop a detailed work plan, including a schedule of milestones, for the completion of an economic impact analysis sufficient to meet the requirements of the relevant guiding statutes and policies. Then execute the economic impact analysis using available data and methods such that the analysis informs regulatory policy decision-making and satisfies the requirements of relevant statutes and policies. Support Team meetings, scoping meetings, and public comment as needed. Start Date: Contingent on receiving the award for this contract. Location: Gloucester, MA; or a mutually agreed upon remote work site. Salary and Benefits: This is a full-time position, overtime is not anticipated. Salary is commensurate with experience. Requirements:
Required Knowledge and Experience: Bachelor's degree in social science or economics with coursework in natural resource economics. Minimum one (1) year of relevant experience, with up to seven years total relevant experience.
