Job Summary: The purpose of this position is to provide meteorological and engineering program support for the Weather Program Office (WPO) within NOAA's Office of Oceanic and Atmospheric Research (OAR). The individual will assist management of research portfolios, which include, but are not limited to, earth system (weather, ocean, land, hydrology, ice) research to operations transitions, subseasonal to seasonal prediction, meteorological and oceanographic observations, numerical modeling, and decision support for meteorological services. Author reports and articles for publications under the supervision of senior science, senior technical, and policy analysts; assist senior policy analysts in developing funding notices, educational programs, and briefings. Responsibilities Include: Interact with NOAA program managers to gather information on existing and desired numerical prediction advancement projects supporting Subseasonal-to-Seasonal (S2S) forecast improvements. Coordinate within WPO S2S program to bridge across timescales, research, and operations across NOAA. Work with program managers to plan and develop Notices of Funding Opportunities (NOFOs) for external competitions and tracks research portfolio through Grants Online and NOAA Research and Development Database (NRDD). Assist program managers with all aspects of grants management through funded grant lifecycles. Coordinate with program managers and team members to build a community of practice for conducting the reviews of Letters of Intent and full proposals for funding. Staff and coordinate meetings for the Interagency Council for Advancing Meteorological Services (ICAMS) Implementation Teams. Organize and facilitate workshops and webinars to promote research in support of S2S forecasting and product development. Support the preparation of WPO Strategic Plans, Program Baseline Assessments, Annual Operating Plans (AOP), cost/schedule performance reporting. Manage risk and interdependencies to meet program goals and objectives throughout program/project life cycles. Advise on and/or coordinate research or other professional and scientific work. Develop and maintain quality assurance data to support analyses and author technical reports and papers for publication. Participate in workshops, conferences, and peer reviews of programs. Work Setting and Environment: Monday through Friday, normal business hours. Remote until further notice. Onsite location: Silver Springs, MD. On-site federal contractors, in federal buildings or on federal lands must comply with CDC guidelines with respect to wearing masks, maintaining physical distance, and other public health measures.

Requirements:

Required Qualifications and Skills: Technically competent in at least two of the following technical disciplines: earth system modeling, climatology, computer science, environmental, cryospheric, geology, geography, hydrological, meteorology, oceanographic, physics, soils, statistical, water resources. Ability to coordinate, evaluate and lead scientific, physical, and mathematical analyses for advanced development programs. Ability to coordinate and support diverse teams of interdisciplinary earth system scientists, researchers and operational numerical modelers, and communicate results to leadership. Ability to provide detailed development, monitoring, tracking of extramural research program competitions, working within established grants management and research coordination software. Ability to communicate established program priorities, requirements, and processes to existing and newly funded researchers and coordinating partners. MA/MS in an environmental, scientific, or technical discipline is preferred; PhD highly desirable. Minimum 8 years of professional and/or academic experience. Advanced degrees or certifications may qualify for shorter periods of required experience.
